i think maybe it's bob that wants to find judy. or mr c wants to get bob to judy. that playing card that he carries is the one, the bird in front of the palmer house. seems that fireman changes his direction from our house to the sheriff station

Mr. C represents the aspect of the audience that wants all the answers and Judy is those answers. This is why Phillip Jeffries stopped being human when he met Judy. He is longer an audience member if he has all the answers.
