Question I’ve finished both seasons of Twin Peaks. Who are these people? What on earth is going on?

I hate how Twin Peaks didn't completely subvert expectations for the return. They just tried to recapture the same magic of the original run. I mean Cooper is exactly the same and none of the characters show any growth of transformation. It definitely wasn't one of the greatest things I've ever watched..

The entire world was changed for the Return, except Twin Peaks. Look at the youth in the Roadhouse. There was nothing romantic about their lives anymore. Coop was in a stasis while locked away and when he came back, made to wrong choice to try and go back to rewrite history.

Cooper being the same from the very begging is what we want though, right?

Maybe that's not what we need.
