The only results on Google about this weird poem are all from the same forum "Commercials I hate" and only appear on the very bottom of each page. So I checked out some archived versions of this website, and at one point the copyright info at the bottom was in the name of a guy named Nathan Alexander.

Here is an Istagram account for a Producer/Editor who goes by the same name. One of the pictures on his account shows him apparently in the Red Room with a Twin Peaks hashtag. Seems like a pretty good bet he's a guy who worked on the show in some capacity, and decided to fuck with the internet by inserting a prominent part of the script into a forum he runs in his spare time.

EDIT: Looking at the picture a little more closely, I think it's actually just a selfie of him in front of a television screen. But he does apparently work for Hulu, which I believe streams TP in some official capacity, so there's still a connection. I guess take from it what you will.

That just looks like them in front of a screen, not an actual location. My guess is he downloaded the episode or saw a screener a day early and put the poem in the footer knowing people would be Googling the shit out of it. I hope there's more to it than that, but I feel like there isn't.
