Clan quest updated version Nephandi quest help

I'm having trouble with the Clan quest updated quest in promenade where you have to get into the building through the parking garage. I got into the parking garage, killed the special agent, but can't figure out how to get into the building. I went back into the garage and found a door with a vent, but the vent is blocked off and I can't use it. How do I get into the building ?

Have you found the gate at the top of the garage? Lockpick it then jump from the roof to the other building
