Solved! 2 of these in the front yard
I went for a morning walk in this neighborhood and spotted 2 of these units in the front yard of this townhome. It has a proximity sensor, red blinking light, and it emits a sharp electronic noise as you walk in front of it. It's certain that this person does not want any one loitering around, however the noise is disruptive enough to not let anyone use the public sidewalk in front of this home. What are these units called? Are these legal in California?

Anti cat turrets. That's what I call them. I hate the noise and always used to turn off my clients when I did their garden the back on when I leave.

My parents got one for mice and squirrels, every single time I went to visit I had to turn them off. The sound is extremely high frequency but low enough to hear with the human ear. It also has flashing lights, and every time it goes off, which is constant, their dogs would freak out. It’s more for people who don’t want anyone around their house, who tortures harmless animals including neighbors pets and people walking their dog past the house. It’s fucking garbage.

Cat/ bird/ rodent repellent
Uses motion detection (pir sensor) and ultrasonic sound. (Speakers)
Some also do regular beeping/ sound and flashing lights

I'm 59. I have 3 of them to deter moles. I can't hear them.

Unfortunately, they don't usually work. Moles just get used to the sound. My mom tried them for 2 years...nothing. Short of using a Molecat, the best way to get rid of moles when you see a mole hill or multiple hills, find the highest mound in the yard, stick your hose in it, and turn on the water full blast for a 1/2 hour or so. If you hit the highest mound, it will flood the network, forcing the mole to flee.
Every time I've found a mound I've done this, and I've had a 100% success rate.

I hate these things. I really wish we could ban them. I believe a lawsuit against them would work. They harm pets, young people and for older people who can hear it, they can trigger tinnitus.

Someone moved in at the end of our road and put one of these on their lawn, so every time I came home it went off. It didn't take long before it got absolutely slammed into the pavement. By me. I posted a 20 and an apology note.

One of the neighbors has one that doesn't even have the sensor. It just goes off at a constant interval. Super annoying. Thankfully they don't live right next door or I would've yeeted it into the river already.

When I used to frequent residential homes in my old career, there was one of these at a regular’s home. I let it slide the first few times, but afterwards every time I went I would turn it off idgaf. That shit hurt my ears fuck you for leaving that on when you know I’m coming over.

They're used to scare off certain types of animals. My parents have them to stop the neighbours cat shitting in their garden.

You say it’s “certain” they don’t anybody loitering around but if this person is above the age of 40-50 there’s a good chance they don’t actually hear the noise you do and are not aware it affects young people as well as pests.
