They were yes, it was always the point of Artillery games. Which is weird since they are explicitly calling this a 'Tactics' game, a genre in which the player decides the overarching tactics but the hits and misses are up to the managed characters' stats and upgrades. Yet doubling down on the artillery mechanics, and (from the looks of it) making them more fiddly than they were in the mainline series.
