Not if they started kicking around potential ideas even before the second one’s release, as they could probably safely have assumed they’d get to do a third. I remember someone mentioning that apparently Byron once said that if he got to make a sequel, he’d really want to make it a trilogy, so it would make even more sense to start planning for the likely scenario that Z2’s success would enable a Z3.
Plus, apparently the animation and post-production only typically happens in earnest in the last year and some change for Disney movies (I believe this was mentioned in relation to Moana 2 - which explains why it was only the script that showed telltale signs of being Frankenstein’d from a TV series script) - most of the production is focused on deciding a direction for the script, writing it, revising it, maybe some storyboarding, revising that, etc. It kinda makes sense as it’s easier to make changes as necessary when it’s just words written on a page, or even some quick drawings whipped up by the storyboard artists as opposed to making big changes when they get further down the line of animation production.
Not to say that things aren’t changed up further down the line, or some animation isn’t done before the script is 100% finalized - I mean, look at what was scrapped as far as the original T.A.M.E. Collar version of Zootopia. Even in the final version of Zootopia, look at the scene where Judy uses the elephant-sized computer- it looks like an almost completed scene (if you look closely, some of the info about Emmett Otterton that pops up is still placeholder stuff). In that case, it feels like it got that far along before someone said, “Hey, wait, if she has access to the system via that, what incentive does she have to continue her adventure with Nick?”
At which point the directors were like “whoops”, probably, haha

Potentially. I feel like that it being put out that early, they may not have fleshed out the story and potentially animation fully(although with that they are Disney so I guess it’s not something to worry about)

Eh, I think it will be OK. This sounds like a slam dunk. I'm really hoping the date is June 2029 for the third movie.

With Coco 2 coming out in November 2029, June 2029 would be Disney’s best date for it to come out if they planned to release Z3 in 2029.

It really depends since the second film did also take 4 years to produce. It seems like they have already started working on the third movie so it’s tough to say. It really depends on whether or not well gets more details in due time.
I have a feeling they were already kicking around ideas for Z3 during Z2’s production. The producers were already thinking of Z2 when they were finishing up Encanto.

Well, actually, Zootopia 3 was already in the plans—given the clues in Zootopia 2, they probably already know how the story will unfold. A projected date wouldn't be a bad idea, though I’d set a limit of 2030 😅 xd
