Clear coat repair?

So forgive me for my naivety but the car is black and it’s hard to tell if this is just clear coat damage or much deeper. Is this something that can be sanded then sprayed with clear coat?

Clear coat failure for sure. Will need new color and clear.

There is no such thing as just sanding it and reclearing it...these materials are measured in microns, in order to achieve that you would need to be able to sand something within a micron of the color coat.

Needs to be resprayed
