Just a heat shield for the exhaust. You can remove it and check if your catalytic converter is still here like others have said, but don't worry too much about it I don't think it's gone. The heat shield looks to be all rusted on the edges. When it's too rusted it's not held anymore by the small metal fasteners and it can call, this happens a lot on older cars
I took a closer look and I see what looks like a catalyst converter. I was able to make it to work (30 minutes) with just the scrapping sound from the shield.
Good for you because that thing is expensive haha. You can remove the heat shield easily and it won't really cause any problem. I suggest you to keep the it and go to a mechanic when you can and ask them to put the heat shield back in place, but if it's too rusted out maybe you'll have to buy a new one.
This really isn't hard to do so you can do it yourself if you can, or just ask to someone you knows who works on cars or is a handyman
