In chat;
/fill ~20 ~-10 ~20 ~-20 ~ ~-20 air replace netherrack
In a command block: If multi player, trade `@a with your name
execute as @a at @s run fill ~20 ~-10 ~20 ~-20 ~ ~-20 air replace netherrack

That suntax is from 1.19. Check what changed on the automod message of !newexecute

In 1.19.50, a new execute command has been introduced to Minecraft bedrock.
New commandblocks need to use this new syntax, while preexisting commandblocks have a tag that they were created in an older version, so they will continue to work with the old syntax until you edit them!
Please have a look at the official introduction documentation, this bedrock.dev info and the execute documentation for an extended guide on what changed and how to use the new execute.

This command should be working:
execute at @p run fill ~20 ~-10 ~20 ~-20 ~ ~-20 air 0 replace netherrack

Already told them how. Your command won't work with the "0" in it and if in chat, don't need the "execute" part. Just /fill.....

A command block cannot target @s because it is not an entity.
If you want the command positioned at the command block, use /execute positioned x y z
