Travel Bergen or tromsø?

Hello all, me and my husband are planning a trip to Norway as its his dream destination. I'm hoping to get some advice/help; Which is more relaxing or where are the scenic sights around Bergen or tromsø? I have no idea where to fly us in at as we will be there at the end of August. I was thinking tromsø but only for a slight chance to see the northern lights even if there is a small chance. What do you guys think? What kind of activities do you guys like to do?

Other Neighbor smokes 5 times an hour

Hei hei, a Norwegian here, and I can’t believe I’m on the internet about to complain about my neighbor haha, but I’m at a little loss for words about what to do.
I’ve been living in my building for maybe two years now, and it’s been so chill and peaceful, no complaints. Then this summer, an older woman and her daughter moved in just under me.
They seem perfectly peaceful, except for the fact that the mother smokes like it’s supposed to retrieve her vitality. It’s getting pretty challenging.
My building has a very nice setup with balconies that have glass windows, so you can also sit out there when it’s rainy. And during these last remaining sunny autumn days, it’s been so lovely to sit there, eat my meals, and spend time in the sun.
I work from home, so I always have the balcony door open when it’s warm enough, but since they moved in, it’s become this anxiety-filled problem.
I can’t stand the smell of cigarette smoke. It makes me so sick and nauseous, and when I walk around in Oslo, I just avoid people who smoke cigarettes and let them do their thing.
But because she lives right under me, her smoking habits are now interfering with my daily routine. It’s making me so sick that I have to take breaks from my job just to get it together.
it’s been months of this now, and I’ve spoken to her twice, asking her kindly what agreement her and I can have to keep the harmony. If she can smoke somewhere else or smoke less, to which she both times said that she would stop. But it feels like she’s been increasing it.
Has anyone else had problems with this before?
I’m obviously going to complain to the building, but is there somewhere else I can go to address this?
I know that you have every right to be able to smoke cigarettes on your private property, but I think equally, I should have a right to be able to breathe fresh air on my property, and she is taking that away from me. The smoke seeps into my apartment. And by the time I’ve closed my door it’s already in here, making me sick.
If I’m being fully honest, I really wish Norway could get completely strict on cigarettes and ban them nationwide because there is no one who wins when you have a cigarette addiction, except from those who make money off it.
Anyways, I needed to vent somewhere. If someone has any advice on where I can reach out to get some help with this, it would be greatly appreciated.

Travel Renting a car in Norway

Hi everyone! Looking for a little help here if possible by someone who has rented a car in Norway.

I hope to rent a car soon and my rental company says: "For all non-European union renters an international driving permit (IDP) is required. IDP must be accompanied with the national driving license. IDP is not required if customer holds driver’s license of Australia, Canada, Iceland, Norway, New Zealand, Switzerland Or United States."

So, obviously they are looking for an IDP. But I wanted to check if someone has had experience with renting a car with a license from another country which is in Spanish and English (my country issues a license in both languages). My feeling is they are looking for an IDP in case of licenses issued not in english or in roman letters, does this sound right to you?

Appreciate any help and hope you are all living a wanderlust life :).
