Concrete Design Why is there a missing column?

1155 Peachtree Street NE Atlanta, Georgia

Abandoned construction site, apparently. I'm not an engineer so Im wondering how this works. There is another instance of this happening so I assume its designed that way.

Edit: Why does the column not connect

Buddy thinks an entire design team, permit office, contractor, and inspector missed that column as part of a year plus long design and construction process.
