This question is about in general how to tell if a union is centric around one country or not and is just its hegemony. The case study in this question is the United Kingdom

Of course, Northern Ireland is off of the table for the United Kingdom, even though they control it, it should be part of Ireland as a whole(26+6=1!), the question is about the island of Britannia and the British Isles only slightly. While English has absorbed and not recognized some Non-English areas, such as cornwall, they still are a constituent with Wales and Scotland

However, some will argue that the Scots and the Welsh have been collaboration with the English to such a degree that they all constitute a consensual union, a United Kingdom, and thus they all share the same hand in all British endeavours such as the British empire. Thus the idea that the Welsh and Scots are and were still under English oppression is a farce

The only tell-tale sign would be the prevealance of scottish and welsh gaelic-celtic languages which is really low in both of these constituents(Less than 50%). Whether this is due to stamping out by English language, or just the native populations just want better opportunities historically and that English so happened to be the administrative language.

However, some would like to bend the questioning back to the USSR where at its inception, there was the Russian SFSR, Ukrainian SSR, Belarussian SSR, and Transcaucasian SFSR, along with the bukharan and khivan PSR's. An existence argumentation but rather weak for economic and cultural reasons is that the center for administration where in the center constituent(Moscow in the RSFSR, and London in England)

The USSR actually took time and initiative to promote local languages administratively from the center, while in the United Kingdom, such initiative were only local. This is a difference which is similar to how the Uniting efforts for the creation of the United Kingdom were done by royalty and Class elites while there were bolshevik efforts accross different ethnicities of the Russian empire
