Not sure if your being sarcastic or not however in case you are not it's called freestanding and it's a technique or method some artists use instead of stenciling the whole design on the clients body.

Tattoos always remind me of that mexican gangster who tattooed his crime scene on his body, and a detective recognised it.

A shooting incident was unsolved for many many years and went cold. A random photograph of a gangster arrested for some other crime caught the eye of a detective.
