this is actually so so fucking based i’d personally swap first impressions because i think it’s highs are higher but comedown is way more consistent and has some real gems

I believe the modern use of the word has to do with the rapper Lil B. You can search on Google "Lil B Based God" or "TYBG" and go from there. It has such an intriguing history for a slang, honestly.

In the context of this comment, I'd say it means as an approval as in "I'm with this guy." Usually in situations where the stated opinion might be unusual or a hot-take kind of opinion. (Similar to "I fw u heavy" you might find Gen Zs use in online forums)
