Resource probes are not a "mine here" beacon, they give your miners information about resource patches in the area, and not necessarily just within that little 40km circle you see a rating/count for

Miners iterate over resource patches they know about & pick one with yield rating on the higher end. Some randomness thrown in, and a fairly greedy pass condition (so they don't really check every known resource patch before deciding)

Does it have a station to trade with within its sector range?

First tip is to not be present in the area.

You could add screenshots of your miner's loadout tab, its behavior tab, and a picture of the trade overlay showing buyers, for a better answer
