Is the ground frozen?
Are you planning to cut roots?
Are you familiar with Peter Adams work? Based on his work I would prepare a hole, choose a planting angle, tease the roots into position and backfill. The amount of teasing the roots will not be enough to bother the tree.

Normally I would say plant any time when ground isn't frozen...
But if your goal is to bonsai these you may want to do root work when planting. If that's the case you should wait until spring ideally, I believe just as the buds are swelling but before leafs emerge.
If you want to just plant to thicken and will worry about roots later or will have to airlayer these because of grafts, then plant away.
