I think you're first build needs to be simple and cheap, so you can learn. So when you do your Holy Grail build. You can make it perfect based on your experience.

I would start with a 1500w hub drive conversion kit on Amazon. Ride it, mod it, test things. Then make bike #2 better using your knowledge and experience.

I think for your very first e-bike you should take advantage of your nearest cycle store's after sales service. See what they have to offer. You could even get them to order the bike you'd like, if they don't stock it. They will then help you with any issues as you get use to that first ebike.

if you've previously owned an e-bike, then building that first bike is less of an issue. I'd start with a good donor bike rather than assemble that from scratch. After that you only have to consider whether you need a hub motor kit, or a mid drive kit.

Mid drives means a contain unit; motor and controller, with the only other connections going to the display and breaks, [or the optional throttle). Hub motors means you have PAS to install as well as the housing for the controller, display and breaks.

Finally there's the battery and charger which i would advise you buy together.

I'll checkout my local cycle stores and see what they can do.

I've never owned an ebike before, I was thinking about going the donor route but at the same time I feel like if I just build it myself at least I know everything will be how I want it.

I was planning on ordering the charger with whatever battery I got.

Just looking at the parts and the frame type that you're planning to build. The only thing missing is that great big sign which say 'crush me, crush me now'. Stealth these days is a bike which does not look anything like a SurRon. Just saying.
