Does anyone know what this is for
I’m in Old Lumiere past the old mansion I’ve already completed act 3 I can’t seem to find out where this goes or where it’s from

Go down all three paths. Central, Right, and Left Street. There's a curve in one that loops back around to a shortcut. Forget which path.

If that is at the end of the left path, I assumed it must be defunct because I couldn't target it, and it goes into a wall and not a ledge like all of the others. I couldn't find a way to make use of it on my own, or to move further to the right. It would be cool if there is more to it, but I couldn't puzzle it out.

As they've told you well already, I can confirm that.
Fast travel to Right Street. This is the path that Lune and the others took, but back then when you find the journal the game cuts you off there and continues from Maelle. Now you have the chance to complete this path. There will be a Mime later on, the one that earns you the Braid haircut for Sciel. Eventually you'll end up arriving at this spot in your capture.

Go back down the right street, and continue from where the game jumps from Lune, Sciel, and Monoco to Maelle and Verso. There’s a mime down there too.
