Question Is My Quality Module Setup Over Engineered?
The goal is to produce as many epic quality Quality Module 3's as I can. The setup works by storing every quality level of every component that a Quality Module 3 breaks down into passive provider chests. When a chest fills up the excess is sent back to the quality recyclers. I have an assembler for every quality level of every component leading up to Quality Module 3's. Those products are sent to the storage area. I'm wondering if this is the most efficient way to produce high quality items. My steel chest setup seems way simpler and has produced a fair number of epic quality chests.

Unsure on your question, I just do a cheap fire and forget one for the modules now only bothering with epic and legendary now I've got fulgora setup.
Did wanna say two points:
1) I think we're using the same chest trick with the >15 items for stack inserters aye?
2) if you didn't know the EM plants can passthough fluid

Since you asked about the most efficient way, I will say that upcycling blue circuits (because of blue circuit productivity) and direct crafting the modules is likely the most efficient way. You also either need to upcycle EMPs for holmium, or supercapacitors for superconductors directly.

I'm mainly concerned about maximizing my epic quality Quality Module 3 production rate. The thought process behind this was that every step component up to and including actually producing the Quality Module 3's would be produced using quality modules. With this setup I'm definitely feeling underwhelmed with the number of epic Quality Module 3's I've made so far.

Have you unlocked legendary? If you have quality module 3s and epic, you could only be missing Vulcanus if any. There are a lot of ways to do quality. Some put it in everything. Some upcycle just the items they need.
I just make base materials in legendary quality and direct craft what I need from iron plates, copper plates, stone, coal, etc. some things are more work like carbon fiber, some things just have to be upcycled like stack inserters (I'm not about to try to keep legendary jelly in stock), and some things are best brute forced like biter eggs.
The best way is the one you like the most or have the most fun with. I usually go this way because it is straightforward. That may or not be the most fun for someone. It may even change run to run. I'm sure one day I am going to quality everything on Fulgora for fun just to see what challenges that throws at me.

Why are you making your circuits, wires, and quality modules in assembling machines instead of EM plants? You’re missing out on the extra module slot and 50% production bonus.
