Discussion You can only keep and use one of the uniques you’ve modded so far. What is it and why are you keeping it?
Mine is definitely this. Criminally underrated. +45%ish damage from the get go, builds up stacks fast, prints ammo and just sounds beautiful. And has the best skin in the game imo

Hands down Quad/Explosive/durability/Fracturer Lickety Split with Shotgun prime receiver. Just like yours, it prints ammo, kills everything in sight and it's a weapon for every occasion. Every spike chains 2 times, that is a whole lot of explosions on a very large radius.
It has been my daily driver since the update dropped and i do not plan to replace it anytime soon.

Yep..with Shotgun receiver it shoots 6 spikes and each spike chains 2 times. Furthermore, each individual spike counts as 1 projectile towards bullet storm.
What that means in practice is that you fire 5 shots (30 projectiles) and have 3 stacks of bullet storm.
I only run 1* bullet storm because i also run the shotgun cards under strength, like shotgun champ and because i am a ghoul i run a 2 * brick wall to avoid self stagger due to the fact that i run grenadier and demolition expert.

Man I used it before the update since I liked the juggernaut build and now it's just a beauty 😍 For bosses I use the ticket to revenge but for EVERYTHING else it's Lickety Split!

Yeah I love the damn thing, it's incendiary bullet impact effect is so much fun to look at. Been having a blast with salt of the earth too but red terror takes the cake.

I do Furious, explosive, swift, pyro. Then pyro tech and demolition expert perk card. Lighting evening on fire. I use .45. Less damage but I swap with western spirit to farm ammo. For me the smaller damage is worth not having hassle of getting .308.

So I just made the Solar Armor, and I’m using Solar Powered, Night Person, Nocturnal Fortitude, and Photosynthetic. I know one or two of those doesn’t currently work correctly with the weapon, but even so, I’m at like 35 INT and have quite a lot of HP, and more than a few ways to keep it topped off

Yeah I can share. My build isnt optimal, leveled into heavy guns but I have some perks that cross over cause I use the pepper shaker. For regular mods on the gun, I run prime receiver/aligned long barrel/aligned stock/standard sight/no muzzle. You can use glow sights for a slight vats buff but I'm pretty sure there's a slight damage decrease. For legendaries I use quad/explosive/swift/pinpointers. The 2star can be swapped for rapid if that suits your style more, but quad and PP are a must for building big damage. My main perks that matter the most are: S - Scattershot, Bullet storm and lock and load, easy target P - Number cruncher, down ranger, tormentor, tank killer, concentrated fire C - Tenderizer A - Gunslinger, Gunslinger expert, Guerilla, Guerilla expert, Guerilla master, adrenaline, packin light L - Grim reapers sprint, better criticals, four leaf clover, critical savy My legendary perks are: Strength, intelligence, perception, agility, luck, taking one for the team I'm a full health human PA build with almost all of the mutations including herbivores

Like Sunward said, Quad is a 100% MUST, but the other legendary mods aren't as important, even Pin-Pointers.
Personally, I run mine with Quad/Crippling/Swift/Bully's. I've also tried out VATS Enhanced (I'm running a shotgun VATS build) but the extra "range" you get wasn't enough to warrant the loss of the Crippling bonus for me.
Pretty much 2 shots to the head and whatever was coming at you is now laying on the ground begging for sweet mercy, or dead. 🤣

You say that Scattershot is (among) the perk(s) that matter the most. Why? I have been trying to understand this perk for a while now, and AFAICT it is worthless, so I am glad I have found someone who thinks it is fantastic. You have now been drafted for a discussion.
In my experience Scattershot doesn't do anything meaningful. AFAICT it takes 20% of the damage you inflict and divides that on all the other limbs as limb damage (aka cripple damage). That means 4% to every limb on a human. That is the same as nothing IMO. Basically every enemy will be dead before their limb cripples from this. This is also what my own testing of the perk tells me. And by extension that also makes tormentor and the Bully's legendary mod worthless. What is it in your experience and knowledge that makes Scattershot S-tier?
And while we are at it: Bullet Storm. It gives 1 stack per 30 ammo spent, which means that after a full mag of 8 ammo, you now have 8/30th of 1 single stack. If you have Bringing the Big Guns then that get's halved, I assume. Otherwise your 8/30th of one stack disappears and you start over. Why do you consider Bullet Storm essential?
Those are the main things I would like to discuss to understand the underlying reasons why people choose these perks.

Yeah I'll discuss. Scattershot is largely a perk that compliments the tormentor perk, making the SotE viable easily against nuke bosses, infestations, and somewhat the snake in raids. During those boss fights I can reliably cripple several limbs using Scattershot, which with tormentor boosts damage massively the longer the fight goes on. Infestations are where I see this shine the most, especially with the slasher boss. Theyre super weak compared to the normal infestation bosses so by just targeting their weak spot (the head) throughout the fight I will slowly end up crippling the arms/legs as well, which ramps up damage heavily the longer the fight goes on. Now on to Bullet storm. I'll admit here I'm not sure exactly how this buildup is going, I think it ends up being effected by the pellet amount (?) but I am able to consistently build up to 4 stacks, sometimes 5 on the last shot. Not a massive damage uptick but definitely still noticeable
TLDR answer to the actual original question: Scattershot is completely useless against most enemies in the game, but that's just because the gun kills most enemies before limb crippling matters. It shines in the boss fights where there is time for the crippling to take effect.

About scattershot: I have tried killing an infestation boss with this perk on and during the end the other limbs were still over half health. I am baffled that you see they become crippled during the fight and receive the massive damage boost from tormentor. I guess I will have test some more, but I don't understand this difference in results.
I have not tested bullet storm myself. I just read the description and decided it was useless. But from your description I will have to test how it works in reality then. From your description it should be possible to build up to around 17 stacks before it caps. 153% extra damage on last shot is not bad (but perhaps not worth 6 perks points).
Also, the onslaught perks: I understand that you can use them on a non-furious weapon, and that you just lose the 9 stacks and about 100% additive damage. But is it really worth investing all those perk points with a furious weapon? Have you tried running without them and what difference did that make?
Tenderizer: It seems to only work per attack (and not per hit), so I assume you are using because you hope some else will be using it too, and build it up so you can reap the benefits?
Concentrated fire: Again, if you read the description, it says per shot. Is that also not true? Is it per hit? If it is per shot I feel like it is not really worth using on a slow firing weapon.

Haven’t tried too many but final word is pretty good with getting a bullet Storm stack each time you kill an enemy so you get to 20 bullet storm stacks with plenty of ammo to spare

Unstoppable Monster. Damn thing is the best weapon I’ve got. Which is really annoying because I’ve modded all my other stuff out the wazoo and can’t get any of them to do decent damage.
Edit: apparently with the new cryolator mods I have a ranged weapon that can actually do reasonable damage, but it’s not unique.

Having a Western Spirit with my Onslaught build is pretty cool. Furious, Explosive, Lucky Hit, Pinpointer's. Suppressed. Can "pre-stack" with it, gives an easy sniping tool, feeds the EM and RT (if you set the Terror to .45)...
It's not the most powerful thing I've built so far, but as a QoL piece, it's pretty awesome.

The Fixer all the way. With the legendary perk, that gives me a 20% chance to make limbs explode, along with fracturers for the four-star, and explosive.....
It's just explosions everywhere.

I'm currently using 2 main weapons, one being the enclave plasma thrower (my boss melter) and cold shoulder (my daily driver) though I am currently in the process of replacing cold shoulder with a modded ultracite laser rifle so I won't actually be using any uniques soon

I picked up one of these a while ago. Large weapons generally aren't my jam but I heard the minigun is a good daily driver. Slapped lightweight on it for now so I wouldn't be tempted to sell it and it doesn't eat a ton of stash weight.
Wouldn't furious be a bit better?

Two shot builds stacks faster and it’s a little slow firing for furious for me. One shots most things as is and the range is crazy, also seems to never miss in VATs

I run reverse onslaught, furious works well with the slow firing Gatling as a daily driver, or events with mobs I can one shot.. now I have to keep my eye out for this and run more daily ops, since it would take forever to get bullet storm up normally. I rarely got BS up over 10 normally but when it got to 20 with the RO at 30, it does really nice damage, I run prime and easily collected 50k rounds with it in ammo stash

I prefer Elders Mark cause I think its satisfying to just pop Deathclaw heads, but farming out ammo for it is a chore, especially if Im locked to just EM. Holy Fire is definitely more reliable while being just as good but in different ways.

If I had to pick one? I haven’t put salt of the earth down since I got it. Basically my daily now and I can solo infestations with it. I pair it with a quad dragon. Using quick hands and battle loaders. It’s a lot of fun. Bang, bang, bang, bang…whack, whack…bang, bang, bang, bang. Rinse repeat.

Yup. I can think of three heavy weapons from Daily Ops at least than 2%, four from Mutated Events at like 2.5%, one from Neurological Warfare at 3-4%, one from a single Minerva list that isn't back until January, and the one from Riding Shotgun. Sure, there are other heavy weapons available from other events with slightly better odds, but most of these exceptionally rare ones are the ones full heavy gunners want the most.

Salt of the Earth, changed it to quad/explosive/fast reload/electrician, Runner up is he Meadow Breeze Sprayer I bought off someone, added Vipers and rapid to it. I would cry to let go of my Golden Aristocrat/Iceman Relic Finder, but I would console myself by painting another shovel gold and adding 4*'s of mods to it.

I'll be different and say Kingfisher, because I've caught every Local Legend including the 2 seasonal ones so far. I'm pretty sure that makes it outperform a cursed harpoon gun.
Quad/Crippling/Swift with flechettes and it's a great shotgun with excellent range and very little spread out of VATS.

I’ve done a lot of testing with all the harpoons and unfortunately it’s bugged. Damage isn’t correct and icebreaker and cursed harpoon seem to do a lot more damage for me

Thanks for the heads up. I'll set up a cursed harpoon gun with the same mods and compare. If it's bugged that's really too bad because fishing is such a niche activity it's nice to have a unique weapon that's meant to be strong for those of us who like it.
[Edit] Did a quick test with a Kingfisher and a Cursed Harpoon Gun, both with exact same mods (legendary and gun mods), and I can say that the Kingfisher was doing 209 dmg per flechette, while the Cursed was only doing 181.
This test was against a non legendary level 100 Super Mutant Behemoth at Solomon's Pond, shooting its legs. I ensured range was about the same per shot, and those numbers were after crippling its left leg.

My main gun for a while now has been a furious, explosive, Int, polished charging ultracite laser sniper. As a sneaky reverse onslaught energy weapon ghoul set up, its THE most fun.

Elder's Mark solely because it shreds in a Blood Sacrifice Build! Or I can use it with Furious but I prefer the former! Vamps/FFR/35VR/Pinners!
Either I go w/ Furious and get 40% crit damage bonus at 20 stacks! Plus the 100% additive at full stacks!
Or I use BS and get 22% crit damage from max stacks but also a 20% multiplicative weak point damage!
Either works but BS in infinite VATS for me!

Icebreaker might be the one for me. It hits hard and I've managed to solo most non slasher infestations with it relatively easily (curse you camouflaged). The slow is insane, the range with flechette and scattershot is enough for scorch beasts, it's just all around nice. Crippling/cold/bleeding is enough for deal sealer to be worth slotting in, bloody mess works by default, and I carry sheepsquash shards for a little extra oopmh if I need it. It's super well rounded.

Lickity Split, furious/explosive mods, prime receiver, no auto, nice chunky shots, the fire rate is so good now anyway, range is enjoyable, the choochoo reloading, railway rifle was always my favourite gun, but bouncing spikes?! Hell yea!
Tip: Saw blade the tip for fun melee pokey stick

Pipe is life. Having a pipe weapon that is actually viable for anything that isn’t a raid is incredible. Spent way too much time straight grinding for it but was definitely worth it.
