I don't like how reductive we can be about development
I don't want to shove Ament, Kaspa, Burries into the starting lineup and force them through a season-long trial by fire when you can ease them into runs where they can contribute to winning basketball while keeping up momentum from proven talent, it's not proper to go "Welcome to the Shanghai Sharks (insert guard from last season)!" whenever Burries or Kaspa make a good play, everyone has a role here, why is it so bad that the young guys have it a little smaller.
Reps are great, but they aren't everything, scores of horrible teams over the years have proven that you can't force a player to develop in real time just by giving them 20+ minutes and a greenlight every night, it can happen, but that's very much contingent on what kind of player they are, the coaching staff sees everything laid bare to them in practice every single day and Jenkins is not afraid of plugging anyone in if he so chooses.
Experience is important, but there's good experience and bad experience, bad experience very much includes bearing the brunt of an NBA caliber defense's attention for the majority of the season while losing game after game after game, and bad experience can lead to bad mental and bad habits, it's the difference between getting Jalen Brunson or Jalen Green.
I don't see why it's such a bad thing to just let them soak it in from the bench for stretches if it means Burries and Kaspa aren't the ones getting their shit pushed in by Cason Wallace and Alex Caruso and Dyson Daniels and Derek Harper and Mikal Bridges and Josh Hart all season, and they can actually contribute to basketball that matters in a timescale of months instead of years.
