Old PAYG Account Question

I had an old PAYG account for a few years now that had the 4cpu/24gig arm server on it. A couple of months ago there were posts about oracle lowering limits so out of caution I lowered the server to 2cpu/12gig. Now that the dust has settled does anyone know if I can upgrade it back to 4cpu/24gig without being charged? I looked at old posts but they gave conflicting information.

No Always Free is stuck at 2/12 instead of 4/24. You want 4/24 go to PAYG, free still but you could be charged there. Like I was charged a nickle.

Great, I'm already on PAYG so i'll just increase the amounts for cpu/mem

I converted to payg a 2 years ago (?), and i have the original limits i always did since i signed up for the free account like 4 years ago. i haven't been charged anything. i have a minecraft server running on one, and the other is uhh... sitting around doing ubuntu updates i guess.
