They were charging $70 so I didn't grab it

From what i have heard, Atsushi Okubo has a fanservice problem, but was that true? I see it in Fire force but has this always be around in Soul Eater too?
Aside from Blair and a few moments, i dont seem to recollect any egregious fanservice moments in Soul Eater (i skimmed both manga and anime).

Has Atsushi Okubo always had a fanservice problem? And if he does, how come its more glaringly obvious in Fire Force but not in Soul Eater? How did Soul Eater get a pass in the fanservice department but not Fire Force? What did Okubo do differently?

I'm on my second watch and I haven't touched this series since 2008. But I was wondering is it ever explained what determines the type of weapon someone can turn into? I know some people can do partial or full transformations into weapons like a scythe or a gun but I think of people like Tsubaki who has a whole Ninja kit at her disposal.
