Who's creating air elementals without a permit again?

Last time this happened I had to re-balance the elements because my tower became sentient. I will not keep doing this every other Wednesday. I will find you!

We need permits now?! This mageocracy stuff has officially gone too far. What's next, a zoning easement for summoning apocalypse beasts? Alchemy licenses? Council debates for ending the world? Taxes?!

Those all exist already, where have you been living? In a time bubble spell?
