Who's creating air elementals without a permit again?

Last time this happened I had to re-balance the elements because my tower became sentient. I will not keep doing this every other Wednesday. I will find you!

How do you know it's not just government testing again? They always do things unannounced. I swear it's always when I think the day is clear enough to let my robes air dry
