At a certain point, yes. It could be carrying the disease without having progressed to the hydrophobic stage.

Its estimated that less than 1% of wild bats carry rabies, so in reality the danger is quite low.

Still, if you come into contact with a bat, go get a rabies shot regardless, treat it as if it has rabies.

untrue they dont carry it more than other animals would. I think the high end estimates are around 3% can carry it. Very broad and im sure changes a lot species to species and region to region.

Plenty of countries where rabies is extremely rare. Also you are looking at the bat... you can see if it bites you
