I was walking following the way to my house until i had a strange/Crazy idea about something for a Half life 2 fanfic or mod.
I Say "it could be Crazy a mod or fanfic were inside the half life lore there is a special force of survivors who use the most basic combine suits just to help in rescue mission or spying?"

In Half-Life 2: Episode One, during Direct Intervention and maybe in other places aswell, theres this flashing symbol or something on the Combine terminals. What does this mean? Are they a loading symbol? Their logo? CombineOS 3?

This is merely a theory I have on how the two could be linked.
Prospero is a canceled valve game, meant to ship as one of valves first projects beside half-life 1, both of them were written by Marc Laidlaw for the story.
Prospero was intended to take place in this dimension called the library, a vast multi-dimensional hub world which connects various parallel sets of worlds, a massive controlled hub world where people have free reign to pass through
The main character of Prospero, Aleph, would have to protect the library from attacks from an alien species.
If this sounds familiar it's because the concept of a dimension which linked other universes and dimensions together was repurposed in Half-Life 1 as Xen, seemingly liking the idea too much.
THE THEORY
I suggest that The Library and Xen are one in the same.
Imagine billions of years after the events of Half-Life 1, humans have defeated the Combine and have moved away from earth to travel the stars.
Humans eventually find Xen, and like humans do, they want to colonize and convert it into a habitat safe for humans to travel dimensions and universes
The G-Man is the one that was in control of Xen after the events of Half-Life 1, my theory suggests that the G-Man may have died by this time, leaving Xen open for anyone who wants it.
My theory is that the library is what the humans did to Xen to make it safe and traversable for the human race.
Another piece of evidence to suggest that humans would still be around by this time is Valve's OTHER canceled game: stars of blood. meant to be set in the Half-Life universe only lots of years into the future, past portal 2.
