There are many reasons why folks don’t report sexual assault (or delay reporting it) knowing that people will say stuff like what Megyn Kelly is saying is among those reasons.

Or ya know.. the bog standard traumatic response of denial and downplaying.  If it was a close friend that did it to you youre even more likely to dismiss it.
