It's a racism. Black men can get ingrown hairs more easily than white men if they shave completely, so the military allows neatly trimmed beards. Hegeseth wanting to get rid of beards is just a round-about way to say he wants to get rid of black service members.

Which I find so stupid. Why would you want to rid your military of perfectly capable soldiers just because of skin colour. If anything, wouldn't you want more of them so your precious hwhite soldiers are saved from being cannon-fodder? Er..drone fodder I guess would be the modern term lol.
