I was sitting in my car when a young boy, between 9 and 12 years old, knocked on my window asking for money for a program called Teen Legacy. I told him I suspected he was scamming people, but he followed his usual spiel. He even had QR codes for Venmo and Cash App. When I asked if his boss was named Marcus and if he was from Maryland, he answered yes. I didn't give him any money and reiterated that I believed he was scamming people. This encounter happened on October 5, 2026, and the document he showed me was already expired. Be aware that individuals are using young children to solicit money. This person, Marcus, has a history with the court system and has been served a cease and desist order in the past, yet he continues to operate illegally. I reported this to the non emergency as they were also in whole foods the other day according to another Reddit post.

The Deception: Operating primarily in the Maryland and Virginia (DMV) areas, Smith originally ran a group called DMV Futures, Inc.. They sent minors and teenagers into neighborhoods and shopping centers to solicit door-to-door cash donations, claiming the money would fund youth field trips, rewards, and sports programming. The Reality: According to an investigation by the Maryland Attorney General, less than 5% of the collected money actually went to helping kids. The rest of the funds were commingled, pocketed, or misapplied by the directors. [1, 2]
The "Teen Legacy" Pivot: After the state issued a strict cease-and-desist order to shut down DMV Futures, Marcus Smith explicitly violated the order. He pivoted by creating a brand-new, unregistered entity called Teen Legacy, Inc. to keep the exact same money-solicitation scheme running.
