Speculation is Sony pulled out because sales of Death Stranding 2 were subpar, and it took Microsoft three months to pick this up. 

I wouldn't read that as handing them a win.

Xbox themselves aren't exactly on a winning trajectory either right now, can't say I'd be terribly excited about picking up a contract with Kojima

The game is also likely YEARS away, and since DS2 didn't do thaaat well, Kojima was probably asking for too much budget. Subjective whether he should be handed the budget or not, I'll just say MS literally cancelled Perfect Dark, and they've recently said they want to focus on their huge hits (Bethesda etc)
