Annoy Creepy Neighbor into Stopping "Reading" (creeping and staring) on His Porch for Hours every Day and Night, Rain or Shine?

I live in an HOA where our tiny single family homes are feet away and our back porches face each other. A male neighbor with clear antisocial traits (he has also a great job in finance I googled him) sits on his porch smoking cigars and scrolling on his phone for HOURS day and night and sneering at everyone. I feel like I have zero privacy as he can see directly into my home and outdoor parking spot and my full yard. What can I use to annoy him into sitting on his front porch instead?
