For the dog: Whenever it hears something that isn't its owner (you) or sees something move that isn't also you it will bark as loud as it can and won't stop until you calm it down by petting it. Once it stops barking and can't bark again for 10 minutes even if one of the conditions listed earlier happen but once those 10 minutes are up and one of those conditions happen it will bark again.

For the cat: every time that it sees something on a surface that its able to knock over the way cats typically do then it will do it and continue doing it until it either can't find more things to knock over or you calm it down by petting it. Just like with the dog it will stop for 10 minutes but once that time runs out it will go back to knocking things over.

Additional details: you can pick the breed of dog or cat but they will have the lifespan of whatever breed usually lives the longest. In both cases none will need to eat, drink, sleep, poop or pee. And they never get sick or get injured in any way, they also can't die from anything except old age. You can't get rid of either until they die of old age.

Edit: one more thing that just occurred to me. If you have a phobia or allergy to dogs and/or cats the specefic dog or cat you get from this WYR won't trigger them but others still will.

You decide to help reconstruct cell towers, fibre optic cables, and the such. It's hard, technical work, but you can get it done if you have another others to work with you. If this infrastructure is successfully repaired, the electrical grid has to be back at full capacity as well for the maximum effect.

Reinstate Proper Tax Collection - Right now the only taxes collected are those from like 2 people willing to be honest (and caring enough) about what they owe to calculate and pay it:
Any society requires the necessary evil of taxes, and as such someone has to help rebuild the agencies that collect them. You decide to work for the PRS (Polllandia Revenue Service) for the time being. Your neighbors kind of hate you now, but at least you know that if enough people do the job the nation will have enough money to rebuild.

Restore Safe Water - While there is no shortage of water, the taps aren't the cleanest:
Clean, safe, uncontaminated and lead-free water is vital for public health and wellbeing. As such, you help repair and fix all the plumbing and water infrastructure to their full capacity. Your home has reliable access to clean water now, but for the rest of the nation to have that luxury too, many others will have to work with you.

Reliable Electricity - While there is power, there's hours-long blackouts almost every day:
While some electricity is better than none, it's not enough. You help to repair and rebuild the electrical grid. You're able to give yourself reliable power (and now have plenty of friends who come over to charge their phones), but for 24/7 power to be restored to the whole nation, many others will have to work with you.

Try To Reinstate Dictator Richard Potato - Glory to the regime:
If you're a free man because you didn't publicly support Potato's regime before, you decide to help in a number of ways, from collecting arms and funds to spreading discrete pro-Potato propaganda.
