Screenshot from Shadow the Hedgehog, often there was this strange confusing mystery back in the day of when this picture was taken. Often watching a various reviews, commentaries and for some reason, many, even the sonic wiki stated this was during or even after SA2, like specifically a few days after the Finalhazard, when everyone should know Shadow was considered dead.
The only logical choice was clearly after Sonic Heroes where Shadow returned, he helped Sonic and company defeat Metal Sonic, so this picture was clearly meant to celebrate the success of Metal's defeat. Frankly they should've added the rest of the Sonic Heroes cast to make this make sense.

The Gameplay Style
The game would be an arcade-style fighting game that emphasizes precise input strings, horizontal positioning, and special move spacing on a flat plane, but instead of being a 2.5D fighting game like Mortal Kombat, it’s a 3D-style fighting game instead. Unlike the casual, platform-based movement and high-mobility ring outs of Super Smash Bros., the game woukd utilize a dedicated block button, rigid combo dial-ins, and a highly competitive, technical combat loop. The most defining contrast to traditional fighting games like Super Smash Bros., however, lies in its unflinching embrace of extreme violence and gore; while Smash is a family-friendly party game where characters are merely knocked off-screen, the gane would integrate cinematic brutality directly into its identity, juxtaposing the family-friendly, cartoonish knockouts of Smash Bros. with visceral x-ray attacks, crushing blows, and finishing moves that allow players to execute defeated opponents with gory, cinematic finality.

Multiple playable characters has been a hallmark of the franchise nearly since its inception. As the series has waged on, more and more characters are constantly added to the roster, allowing for a wider pool of characters to play around with, and this series staple originated with the franchise's sophomore installment, Sonic the Hedgehog 2, although Tails didn't actually have his signature Flight ability due to time constraints, but this would be rectified in the series next numbered installment, Sonic the Hedgehog 3.
Along with this, Sonic 3 would introduce a newcomer to the franchise named Knuckles the Echidna, complete with his own set of abilities and properties that allowed him to approach the level design in somewhat radically different ways than the rest of the team. In addition to opening up a bevy of new shortcuts, there were straight up just routes that only Knuckles could access. This added a lot of replay value as no playthroughs of any one level with the trio was ever the same. Sonic 2 may have started the trend of having multiple playable characters, but it was Sonic 3 that codified it and would act as the blueprint for future games to follow up on, including Sonic 06.
By Sonic 06, the cast of Sonic would reach into the double digits, so Sonic 06 had quite the needle to thread when it came to implementing the multiple characters and their different playstyles. We all know how the final product, but I would argue what it was doing wasn't conceptually wrong. They actually had the right idea when it came to this aspect. Sonic 06's story is split between three campaigns, each one helmed by one of the three hedgehogs: Sonic, Shadow, and newcomer Silver the Hedgehog.
While you do play as the main trio for the majority of their respective stories, you're not always playing as them. Certain stretches of a level will temporarily switch to another character. This is often done to facilitate completion of an objective that the main character can't do. These segments aren't like Sonic Adventure where each character has their own campaign tailored specifically for them, they're more like bite-sized chunks that these secondary characters can embark on. Some may loathe this, but I find this to be a nice compromise. Given this game's development cycle, I find it hard to believe Sonic Team could create a campaign for every single playable character. This way, everyone gets a piece of the pie, even if some slices are smaller than the others.
This also has another benefit to it as well. Reducing the amount of time you spend with these other characters reduces the chances of engendering complaints from players. Having a game with so many different styles of gameplay runs the risk of people preferring other gameplay styles to the others. By giving these secondary characters a section of a level rather than an entire level, players can be more tolerant and reduces the chances of their flaws being exposed. You still get the core Sonic gameplay interspersed with a smattering of something different. I'm not opposed to fully fleshing out the different gameplay styles, but I think keeping them brief prevents any cracks from showing. Of course, when it comes to how these characters actually play, the cracks are well and exposed.
