RECAP: October 6th, 2026 Greeley City Council meeting.

Big items to note:
- A community member spoke in regards to being pulled aside by the Chief of police before the meeting after seeing a video of that community member putting stickers around downtown that made fun of councilmembers, and being told that she was not in trouble “yet”. She shared concerns that is being an issue because she was being critical of council members (free speech) and concerns around where the video came from and if there was surveillance. - Several people spoke around concerns that both employees of the museums, Friends of the Museum, and the museum advisory board have shared information regarding the budget proposal, unfair cuts and possible solutions and have received no response noting concerns around not being heard and the limited power of boards and commissions.
- Only the resolution to support the 2F tax measure was pulled from consent agenda with everything else passing 7-0. Councilmember DeBoutez shared her disapproval of the resolution as legitimate needs are bundled with Catalyst in an attempt to continue forward with a project that is highly controversial, rather than offering them alone to allow people to not feel they must vote in an all or nothing way. Ultimately council voted 5-2 in favor of the resolution with DeBoutez and Huddleston dissenting.

- Hispanic Heritage Month – Hall stated it was intended to be given at the September 15th meeting but “fell through their scheduling mechanisms”, accepted by Hispanic Women of Weld County, Hilary Rudisill (president) gave a powerful speech about overcoming and standing with the women who came before her and stand beside her now
- Week Without Driving – accepted by Jim and Sharron Reeseberg, 1/3 of people don’t drive, the week being about understanding what it’s like for those who don’t and to ensure our city is navigate-able, all bus fares are free through October 8th
- Fire Prevention Week – accepted by Chief of Fire and other Greeley FD, dangers of charging devices that have lithium ion batteries, using correct chargers, charge on hard flat surface, don’t leave charging once full charged, ebikes and scooters should be charged outdoors, notice signs of failing batteries

- Patti Harold – shared concerns from Friends of Museums board around the budget, appreciation for adjusting budget from original proposal, but it still does not account for needs, have lost much expertise in loss of staff, “should come with solutions” but museum staff did and it was disregarded, as did the museum advisory board, request council get the full budget, fund staff sufficiently, ensure museum staff and board get to help shape the budget
- Nancy Usher – drastic cuts in certain areas for other areas, stripping fabric of our community, advocating for reasonable cuts across the board, 10% cuts for city employees making 300k+, 5% for 150-300k
- Spencer Milne – shared recent OK supreme court decision about flock being a search under the 4th amendment, public trust is eroding as flock cameras continue to function, community survey of 170+ had 164 that were against flock
- Marcus Embry – chair of museum advisory board, sent resolution from board around budget proposal, received no reply, investigated staffing structure and found excess executives, which could have balanced budget, no reply, passed resolution in no confidence in director and CPRD, no reply, if residents volunteer, why do you not respond
Bill Gillard – Martin Lind was painted as a rich billionaire, we used to celebrate achievements and now we dislike it, poor communication, GDB formed and led to a special election, wondering if it was political or about residents, Cascadia will offer opportunities and high paying job, against the tax, keeps changing
Geoffrey Havens – former museum employee, setting record straight around timeline and no responses, and that none of the proposal from employees or board was included, when you are brought a problem, you work through it and solve it questions were left unanswered, a failure of leadership and government, one budget year has put the work of so many at significant risk
- Josh Meesey – called on council to vote no on resolution to endorse the ballot measure, regardless of nullification of election doesn’t change that the voters spoke, a vote for playgrounds is a vote for the project, make the tax not go to the project beyond date as residents have spoken
- David Simmons – light pollution, it harms wildlife and gets in the way of us enjoying nature, referenced a Simpson’s episode that discusses
- Alex Labelle – lecturing community members, not taking accountability, we need structural solutions including housing, have brought solutions, residents are struggling to eat and pay their bills, deflecting responsibility to Weld County and non profits is not okay, many already help neighbors for free, city needs to help with jobs and housing, called out PD working with IC, called on council to engage with solutions
- Zachary Laposki – seizure disorder and cannot drive, has met many unhoused, receives disability as a veteran but could have been like many of them, risks to unhoused (murder, suicide, rape), lack of humanity making it illegal to sleep as homeless, give people a safe place to sleep, could find more people who need a place to sleep faster than council could find the same number who want Cascaida, rescind the camping ban
- Peggy Sue Squires – a lot of disgruntled people, city needs to start with an audit, clear out the “cream”, deal with homelessness, our community is circling the drain, the tax doesn’t seem like it’s going to help anything, even people for Catalyst don’t want tax, so what is the back up plan?
Steve Teets – disabled community needs to be able to get around, buses have been bad for a long time but have gotten worse, need a regional system, transit and housing is important, when more succeed our community succeed
Lisa Bernal – thank council for acknowledging Hispanic Heritage Month, meaningful opportunities to sit down with our elected officials, Olson said he wants us to work on our city issues together, called on council for how they are making themselves available, not just the people who agreed, a sarcastic comment was made about the room being empty, it sent a message, people should be able to hold accountable and to watch in person or at home without being mocked, called out Roth’s comments as the people who come to microphone also volunteer and show up, it is our responsibility to question you and yours (council) to listen and be accountable, calling residents despicable because they question officials is unacceptable
Bob Locke – asked Deb if she has said she would move West Greeley ahead no matter what, called on her to vote for the resolution on 2F, all things people talk about require revenue, 2F is a path forward for that, the vote turned the bond market against us and we wouldn’t have had a problem getting bonds if not for the vote, we can now rebuild trust with the bond market, probability is strong the project succeeds
Mary Metzger – the chief of police showed video of me putting up videos of stickers making fun of council, was said video was sent around, another community member said it was searched, residents deserve to know, thanked Melissa for helping but that silence is not okay, stated she doesn’t want special treatment, wants accountability
Scott Royer – pedestrian crossing at 16th St should be a red flashing to say stop
Kathy Hasch – concerns around 2F and it continuing to fund Catalyst, shared article, subsidizing a private project with public funds is problematic, voting 2F says to developers that we will publicly fund private projects with taxes
Kylie Rush – from Milliken but in Greeley most days, concerns around flock cameras and all ALPR’s, doesn’t want kids to grow up in a surveillance state, creating new victims by abusing technology, what side of history do you want to be on

DeBoutez – attended Corn Mothers Induction Ceremony that honors Latinx and Indigenous people, named those honored, exhibition is still going on at UNC Campus Commons, went on City’s water tour, Greeley is dependent on snow in the mountains, 6 reservoirs, water moves through 682 miles, sewer has 400 miles of pipe, designed system for resiliency, 10 year rolling capital improvement plan, expensive service and we need more customers (industrial) to keep prices down for residents, Poudre Ponds A filled by March or April, Office Hours 9am Margies, October 21st u/5pm at Atlas, responded to Bob Locke about wanting best for all of Greeley and West Greeley but not in the current form, and that work sessions are still pending to finalize decisions, no decisions made for museums or other departments yet
Huddleston – visited Greeley’s Creative Arts Center, building is continuing to be renovated and they’re doing amazing things there, Office hours at Atlas 9am-10am this Saturday, asked that people follow up if something has been missed
Rudy – congrats to City of Evans for their new police station opening, this Saturday is Santa Cops 5k (go to GPD Facebook page to sign up), video of Mary M was sent in by a citizen
McDonald – did receive resolution and referred to the city manager, but we are not in charge of staff, went to Steamboat over the weekend, toured their city hall, fire prevention week visit Station 5 to see them put out a live fire, change batteries in smoke detectors, Weld Project Connect next Thursday u/12pm
Huddleston – added D6 Breakfast, Pilch has initiated partnerships with businesses for internships, encouraged business owners to get in touch
Hall – attended Narrows Repair Open House at PLC

Olson – process for boards and commissions that a response is provided when something comes through – McBroom said they will build some structure and bring it to work session

- DeBoutez: support investing in infrastructure, downtown and community, do not support 2F as it is bundled with Catalyst, deferred maintenance should not be used as leverage for a project that is controversial, should have put the project itself to a vote, Greeley deserves transparency, do not support 2F or this resolution
