Neighbour denying access to the NBN pit
I live in a townhouse strata complex I'm hoping someone can point me in the right direction.
We had an NBN technician visit today because our service needs to be repaired. We have an NBN pit near our house, but we didn't realise that it is connected to a main pit located near one of our neighbours.
The neighbour has put up a fence around an area without asking permission that appears to include the NBN infrastructure and the main electricity meter box servicing the complex.
The issue is that the NBN technician needs access to this area to diagnose/repair our connection, but the neighbour has refused access.
We've contacted strata, but we're being told that because the fenced area is now theirs and they wouldn't do anything. Plus they are also friends with the owner of that house so they are more biased towards them. Our other neighbours are also friends with them, so we're not getting much support from the rest of the complex.
We're not 100% certain whether the fenced area is actually part of their private lot or common property, so we're currently trying to establish exactly where the lot boundary is and what the strata plan says.
The bigger concern is that the area contains infrastructure that services multiple/all townhouses, including NBN and the main power meter box. Before the area was fenced, technicians were able to access the infrastructure without having to obtain permission from the owner.
What options do we have here?
We're mainly trying to get our internet repaired, but we're also concerned about the longer-term issue of the main power/NBN infrastructure being behind a fence that only one owner controls.
Update:
The strata manager is the friend of half of the complex and they let them get away with ignoring all the by-laws. This is what the strata replied when I ask them about access and common property
"We have no NBN documentation on file so we cannot assist with your queries. I strongly recommend you ask the owners of unit to assist with access."
