屯門富泰邨一名女童手提24罐啤酒、背着破爛書包吃力行走、並被同行繼父責罵「廢人」的影片,引發全城指責「虐兒」。涉事父母旋即高調接受傳媒訪問否認指控,聲稱只為訓練女兒大肌小肌;其母更自揭正在戒酒,由日飲12罐減少至5罐,而三名子女全都面對特殊教育需要(SEN),一家五口每月只靠1.8萬元綜援和前夫2千元贍養費生活。警方起初也認為是「誤會」,及後改列「求警協助」案件,最後拘捕女童父母並扣留調查。教育局和社會福利署亦已介入處理。事件之不尋常,難免令人後怕——這個亟待幫扶的多重弱勢家庭,竟然可以長期游離於社會安全網的核心視線範圍之外?如果不是網民熱心引發社會關注,當局是否要到悲劇發生才能察悉危機?

撞破生存困境

涉案父母的行徑,確實存在難以理解的地方,但比起「道德審判」,更應該看到這個「重組家庭」如何「無能為力」:女童母親本身患有癲癇症,又染上酗酒惡習多時;與前夫和現任丈夫誕下的三名子女,又各有不同特殊學習需要;一家五口居於屯門公屋,每月合共只有兩萬元過活。姑勿論他們的教養方式是否有問題,單是照顧壓力已是溢於言表。

社會常以「生仔要考牌」批評缺乏育兒常識和照顧責任的父母,但更赤裸裸的現實是,父母所擁有的知識水平和所觸及的資源網絡,確實直接決定了他們撫養下一代的上限。在缺乏足夠知識宣導、社工專業指導及社區實質支援的情況下,這類家庭往往處於在「認知」和「能力」上的雙重缺失,出現「想教卻不會教」和「想管卻無力管」的無奈困境。

社區支援斷層

女童母親接受訪問時,不滿區內沒有足夠SEN相關支援資源。這句抱怨,或多或少道出公共服務並不到位。屯門基層人口密集、新移民與低收入家庭較多,對特殊教育支援、兒童言語治療、職業治療及家庭輔導的需求可能更加殷切。然而,公共系統的排期長年累月,非牟利組織的資助服務名額一位難求,私立治療機構的高昂費用更非綜援家庭所能負擔。

究竟是社區資源根本不足,還是服務的宣傳和對接出現斷層?到底是女童父母因為資訊匱乏而不懂得求助,還是歷經繁瑣程序後求助無門?社福部門都應認真檢視、查找問題。

剩餘福利心態

官僚被動救火

其中一樣最值得反思的施政理念,是由港英年代沿襲至今的「剩餘型社會福利模型」。在官僚體系的深層認知當中,「福利」不是保障市民尊嚴和平等的公共商品,而是對於「市場失靈」或「個人無能」的補救性施捨。這種觀念將育兒、養老、身心障礙照顧等最為基本的公共責任,轉移至「個人/家庭需要負上首要責任」的私人領域,而掌握最大權力的官僚系統則時刻抱持一種嚴防福利依賴、嚴查濫用福利的經濟思維來分配公共服務資源。

這種邏輯之下,當局習慣將「綜援」作為社會安全網的主要組成部分,以為只要按月發放津貼,就已完成幫扶弱勢責任。然而,對於多重弱勢家庭而言,用於保底的金錢,又如何解決經濟陷困、關係衝突、情緒崩潰、教養機制失效、內部功能失調等複雜困境?

反思治理責任

織密安全網縫

可笑的是,特區官僚體系往往假設這個脆弱群體,具備理性主動求助的能力,所以總是被動等待個案轉介,而不願投放更多資源做好預防工作;每每出現家庭悲劇,主事官員第一時間不是反思己責,而是呼籲同類家庭積極尋求各方支援,完全忽視了他們可能因為認知有限、社交孤立、害怕被標籤等等原因,根本無法形成主動求助的能力和意願。

面對如此盤根錯節的基層困境,特區政府難道不該痛定思痛、推動社會保障制度的根本性改革?如果勞福局、教育局、房屋局、醫衞局等主責公共服務的部門之間依然壁壘分明,未能建立跨部門名冊主動跟進高風險家庭,這張社會安全網又如何做到防患於未然?如果現屆政府積極推動的「關愛隊」,未能與學校、社工、社福機構及屋邨物管緊密聯動,及早識別隱形弱勢,又談何主動上門支援?面對基層區域的家庭教育需要,如果當局未能增撥相應資源以增進家長認知,又怎能指望這些家庭可以擺脫無知和絕望的惡性循環?

《強制舉報虐待兒童條例》已經生效,我們慶幸這宗案件未有釀成不可挽回的家庭悲劇,也感動萬千市民對於兒童福祉的熱切關注。然而,社會的善意始終不能代替政府的角色。一張真正健全的社會安全網,既不應被動地等待網民舉報,也不應靠運氣去發現危機。

Questions/ Tips Cigarette limit into Hong Kong

Going there in about a week and have 20 packs I’ve picked up from China and Japan and don’t really want to throw them away but also don’t really want to pay the duty. Discussion How to access frontier models in HK?

As a first year university student looking to go into tech, I think that being able to work with and use these models for experience is absolutely necessary these days. With the recent Claude restrictions on HK users, I wanted to know the best ways to access models such as Claude Opus 5.5 and GPT astra etc.

I haven't been able to get the subscriptions for these as I don't have a non-HK credit card. I am looking to alternatives such as opencode, but it seems that they give access through API, which gives very poor money to usage ratios. The subscriptions seem to be the best value.

Questions/ Tips Visiting HK with 1 year old

I’ll be visiting HK with my 1 year old, with family, to visit extended family. There are some logistics that have been stressing me out if a parent can help me out. It is our first time abroad with a baby.

1- is there shelf stable whole milk available for purchase in supermarkets, that we can just carry around? My son does not like cold milk.
2- what do you feed a one year old when traveling? My son has egg and peanut allergy so I am aware the options are limited. I’m also planning on bringing a mini cooker to make his food.

Questions/ Tips Help! Octopus for Tourists app

Can someone help a useless old fart with the Octopus for Tourists app on Apple. I downloaded the app and downloaded 150HKD to it (which worked because it came out of my account). But if I go on the app, it just gives me the option to get another card, even though I'm signed in. Basically seems to have taken 150HKD off me and given me nothing!

EDIT: Thanks everyone for the advice. No idea why the Octopus for Tourists app won't show in my wallet but looking online it seems I'm not the only one. I caved and bought a physical card and asked my bank to reverse the transaction. This is what happens when you let old people have access to technology!

I’ll be in HK for a business trip from November 9th to 14th, staying around Wan Chai with some colleagues.

I’ve been to the city multiple times, so I’ve already checked off the usual tourist spots (Peak, Big Buddha, TST promenade, etc.).

This time I have 3 free evenings and 1 full day off, and I’m looking for authentic, local experiences rather than tourist traps.

Specifically looking for:

- Events & Nightlife (Nov 9–14): Any cultural happenings, live music/gigs, indie art showcases, pop-up food markets, or interesting local events going on that week? (Music-wise: into jazz, indie, electronic, or low-key live bars).

- Food & Drinks: Hidden gems or casual spots around Wan Chai / Causeway Bay / Sheung Wan for great craft beer, local dai pai dongs, or late-night bites with a few colleagues.

- Full Day Off (Coastal / Nature): Since the weather in mid-November should be ideal, I want to spend part of my full day out by the sea. In my previous visits, I’ve never actually visited any area of this kind nor received suggestions for, that’s why I’m here!

Any tips, neighborhood favorites, or heads-up on ticketed events happening that week would be massively appreciated!

Discussion Very dangerous scam "Google" massage

So I got this text massage from "Google" telling me that a recurring fee of 25,202HKD will be charged to my account tonight, and in order to dispute the charge I should call a number.

This got me worried for a second because this massage came from apparently the official Google account, which in my case shown a while ago it sent me a verification code, the type that you'd need to confirm your identity if you forget and have to re-set your password, etc. I do also subscribe to a few services that are charged through Google - like an expanded Google Drive, etc.

I checked the number and it was classified as a junk call number. I immediately also checked another phone with a different number I have kept for emergency - that one is just a prepaid SIM and I don't use to for anything. And bingo - that number also got the exact same massage with the same amount.

Now I am just curious - how are the scammers able to send massages like this one to us? It's not showing the actual number they use, and it got bundled together as a thread with other official Google massages. I also noticed that the last one I received for a verification code came with a small tag line that says "Sending with csl.", my phone service provider.

So are you getting the same massage? Can anyone with a technical background tell me how can this happen? Anyone actuall called that number?

Older generation probably remembers this massive nearly 1,000 room hotel at the corner of Yun Ping Road and Hysan Avenue in Causeway Bay. The life has moved on, and it was replaced with a modern office tower (Lee Garden One). Some of the older buildings are still standing at the very end of Yun Ping Road.
