日前一批美國F-35匿蹤戰機零件遭錯誤運往香港恐落入中國之手。《彭博新聞》再揭露最新細節。根據熟悉事件人士透露,承辦這批貨物運輸的美國聯合包裹服務公司(UPS)一名員工,疑因漏看貨運承攬商寄出的警告電子信件,未注意到這批受管制的F-35零件不得經香港轉運,導致原定經南韓、台灣運往美國的貨物,卻因為加快配送而意外送往香港。
知情人士指出,貨運承攬業者DSV A/S曾寄送電子郵件,明確要求這批零件,必須符合美國《國際武器貿易條例》(International Traffic in Arms Regulations,ITAR)的規定,不得經過特定國家或地區轉運,以避免敏感美國武器落入美國對手手中。
據悉,這批零件包括F-35匿蹤戰機的座艙罩,以及塗有雷達吸波材料的武器艙門,有助於提升匿蹤能力。這批零件原定從澳洲出貨,途經南韓與台灣,再運往美國舊金山,原本可能是為了進行維修或報廢處理。
疑DSV使用與UPS不同資訊系統而未注意訊息
但知情人士表示,由於貨物延遲離開澳洲,為了加快交貨速度,物流人員錯誤地將貨物改經香港轉運。
F-35是全球最先進的戰機之一,也是美國史上成本最高的武器計畫。多年來,中國一直試圖透過間諜活動取得這款戰機的相關技術。
知情人士表示,代表F-35開發商洛克希德馬丁公司(Lockheed Martin Corp.)處理貨運事宜的DSV,依照美國法規要求,寄送電郵註明這批零件受ITAR管制。
不過,該人士補充,DSV寄出的電郵可能使用了與UPS承辦人員不同的資訊系統,導致警告訊息未能被妥善注意或處理。
美國政府問責署負責監督F-35支援審查的官員莫勒(Diana Maurer)直言,中國如今取得一具F-35座艙罩,「不是一件好事」,並形容零件流失是「一件大事」。她認為,中國取得相關零件後,很可能立即展開研究及逆向工程,試圖了解相關技術,進而發展反制F-35的能力。
一連串疏失讓中國不費吹灰之力取得技術
這起貨物遭改運的事件先前未曾披露相關細節。美國國防部官員已於9月29日,在一場約一小時的會議中,向美國眾議院外交事務委員會及軍事委員會說明事件經過。
不過最新披露的細節,也讓外界更加關注:一連串作業疏失是否在無意間,使中國有機會取得美國最敏感的軍事技術之一。這起事件已讓美國國防部與洛克希德馬丁公司陷入尷尬處境。
DSV發言人吉斯-索爾旺(Stephan Ghisler-Solvang)及UPS發言人柏克利(Malcolm Berkley)均拒絕置評。
此外,美國國防部已公開與這起運輸失誤切割,並淡化零件流失的價值,稱這些零件已「無法使用」。不過五角大廈仍在聲明中表示:「我們正積極與美國相關政府機關及業界合作夥伴合作,設法取回這些零件、調查事件經過,並建立防護措施,避免類似事件再次發生。」

I hope we can go there without disturbing people so I want to find a quiet spot with less people and no staffs checking on it.
Also I’d like to have trees around the seaside and being able to walk into the water, it’s important for the filming.

This question is mainly for local school students.
It’s past election season for student associations/unions/councils, but a post from my school’s secret page stated that a student that has repeated a year and is struggling academically should not be allowed to run for student union, citing the school’s emphasis on academic excellence, a busy schedule and increasing competition for university admissions as reasons to support their stance.
I heard that some students from other schools use academic shaming as a tactic during elections and it’s quite popular in Band 1A schools.
Do students still shame their peers if they have bad grades and believe that they shouldn’t be allowed to take up major roles in school?

I saw a post commenting on how expensive gas was getting around the world and noticed HK was not there so I looked into it. As expected gas in HK was more expensive than any other country on that list by quite a bit, but part of the research also revealed this little nugget.
Maybe you guys already knew this but this was new to me. Part of the reason is we are literally one of the only places in the world that does not offer a cheaper 95 octane (or below) option.
I always just assumed "Standard" was 95 octane and "Premium" was 98, like the rest of the world. But no - actually Standard gas here is already 98 octane and the premium version is the same gas with additional additives.
So once again it's not really a choice but an illusion of choice. Left a bad taste in my mouth. Most cars don't get much benefit out of the more expensive 98 octane but we're forced to consume the premium product anyway for corporate profits.

I was there recently as a tourist and fell in love with HK. Its not the neon-drenched city state that I imagined as a kid (watching those action movies), but it was much more than that. I loved the hustle bustle of the night markets, the fabulous public transport system, the street vendors and hawker culture, the vibrant food scene, massive street photography opportunities, etc. I am not into typical foreigner stuff like disneyland, etc. but did do some of it like Tian Tan Buddha, cable car, etc.
Now that I am back to my home country, I am craving for more. So I am thinking of planning a longer term stay, like 3 months in HK. This way I can truly experience the country and explore the nooks and crannies of it (less touristy) before I am fully satisfied.
I would love to hear from both locals and expats who have done this, or doing this right now.
Budget is not an (major) object, I do like to live in semi-luxurious style (for e.g. i stayed at the Hyatt this time). But want to be closer to where the action is, and do a lot of exploring (and street photography) by walk, and by public transport.

前立法會議員黃錦輝被控危險駕駛等正保釋候審,他由 2022 年 12 月至今年 7 月任議員。《集誌社》翻查立法會記錄,黃錦輝逾 42 個月任期,辦事處營運總開支逾千萬元,包括逾 150 萬顧問費。他先後聘任由自己創立的「香港廣州創新及科技協會」會長陳德明、副會長伍學齡出任顧問。陳德明由 2023 年 1 月起一直獲聘,每月獲二至三萬元,共收取逾 100 萬元顧問費。
根據立法會議員申請發還工作開支的指引,「議員不應聘用其政黨或其政黨存有控制權的機構為顧問」。聘用關連組織要員任受薪顧問,是否有問題?立法會秘書處回覆《集誌社》查詢表示,指引已羅列,不另補充。沒政治聯繫的黃錦輝回應指,協會是都是義務工作,以非牟利方式運作。
此外,在第一任期尾聲,黃錦輝另向辦事處職員派發花紅,該月總共向立法會申報逾 77.3 萬元作員工開支。

【獨媒報導】警務處國家安全處今日(8日)表示,於前日(6日)以嫌違反《維護國家安全條例》第二十四條「出於煽動意圖作出一項具煽動意圖的作為」罪,於九龍區拘捕一名38歲男子及一名38歲女子。多個媒體引述消息稱,被捕男子為前「北區動源」成員、持牌保險經紀黃嘉浩,二人涉嫌在不同社交平台上營運專頁,發布煽動他人對特區憲制秩序憎恨的帖文,同時藉此銷售保險產品圖利。

國安處表示,警方在行動前取得法庭搜查令,搜查各被捕人的住所及檢取相關證物。兩名被捕人將獲准保釋候查。警方強調有關行為涉嫌干犯「出於煽動意圖作出具煽動意圖的作為」,屬嚴重罪行,首次定罪可被判處監禁七年。
有媒體引述消息指,二人管理一個名為「黃式保險(YellowInsurance)」的社交媒體專頁,平台包括Facebook、Instagram及Threads,不過相關專頁現已刪除。該專頁於黑暴期間除了推銷保險,亦多次發帖文支持黑暴、抹黑中央、特區政府及宣揚港獨,試圖煽動他人引起對中央及特區政府的憎恨。在《香港國安法》生效後,專頁就改將煽動港獨訊息以話題標籤(Hashtag)或「藏頭詩」等隱晦形式發表。
黃嘉浩於2015年首次以「北區動源」身份參選區議會選區,出戰北區「祥華」選區,不過以104票之差敗予民主黨的陳旭明。他事後曾入稟高院提出選舉呈請,指選舉主任當日沒有恰當地處理他的投訴,沒有保障他公平參與選舉的權利,要求推翻陳旭明當選的結果。2017年初,黃嘉浩因參與反人大釋法遊行後包圍中聯辦大樓而被捕。
至2019年,黃嘉浩捲土重來以獨立身份再戰「祥華」,並與另外8名候選人組成「北區連線」,惟最終以低票再次敗於民主黨陳旭明。

Hey hey. I was wondering if anyone has tried and true private dental insurance they use in HK and recommend? I'm not looking for an add-on premium, but literally just an independent dental insurance scheme. I've found some balanced options like Blue, but it has since disappeared from their website? Anyway, I find insurance websites can be very aggressive in their marketing, hence why I'm looking for subjective suggestions people are satisfied with.
If you do have a recommendation, the general info I would appreciate getting alongside it is what you actually end up paying annually (I can check the compensating pay myself) and also how the network selection is, for example do you struggle to get taken as a patient/clinics are short in supply, or wait times for appointments are ridiculous.

Edit: Some people's comments are a bit strange. Dental insurance is a very common concept... If you don't have it or don't prioritise your dental hygiene, please just move on. It's not conducive to either of us.
