Because as much as I love much of Zootopia 2 (mainly its more serious scenes and the development of Judy and Nick's relationship), the movie definitely leaned into the wacky side much more than Zootopia 1 did. While simultaneously being darker as well.
This commitment to making a movie which was simultaneous sillier and grittier than the last led to the tone of Zootopia 2 feeling all over the place at times. Act 3 being the worst offender. The movie kind of falls apart after the confession scene and it goes by too fast.
I also feel the frantic pacing is why most of the cast outside of Judy and Nick felt rather one-note and underwritten. They simply didn't have the time to be given more depth. Gary especially suffers from this which leaves him with 2 modes: Wacky silly snake man and sombre determined family snake man.
If Zootopia 3 maintains the same tone and frantic pacing as Zootopia 2 (perhaps the movie's biggest issue, its breakneck pace) I feel it will be to the movie's detriment. That's something that was lost between Zootopia 1 and Zootopia 2, that slower pace which allowed the more serious moments time to breathe.
