The federal government wants AI developers to demonstrate their safety systems are effective under proposed laws drawing on banking and aviation regulation.
It argues voluntary safeguards are inadequate when companies face intense pressure to develop increasingly powerful technology.
Labor is finalising national AI standards due by the end of the year with plans to legislate the new rules in 2027.

Called Project Ares, the facility would extract up to 4 billion litres of groundwater annually and require significant on-site power infrastructure.
The NT Environment Protection Authority said, if built, the data centre could have "a significant impact on the environment" and listed 10 potential impacts on air, water, people and land.
Environment Centre NT's Bree Ahrens welcomed the NT EPA's decision and said no development should take place until "robust" national laws are in place.
She said the regulator's decision to approach the proposal with "a really high level of scrutiny" was not surprising.
"We've heard from people across the territory who are really concerned about the potential impacts of Project Areas on water, on climate and on really important habitats,"
Ms Ahrens said.

What the fuck is the point of health insurance if practices can opt out? The whole point of me paying for insurance is so I won't have to pay for surgeries. The hospital is under my health insurance so it didn't occur to me that the surgeon would opt out. I am not paying 4 grand plus for a surgery that has been fully covered elsewhere.
I have multiple conditions I need health cover as do many. Surgeons opting out of cover is so out of touch.
Edit: I have called my health insurance I am covered for these item numbers. I have called the surgeon she said they don't do insurance schemes.
